Tünde Löchli (former director of Caritas in Satu Mare, Romania), Father Andreas Tausch (currently parish priest in Fließ, Tyrol), and others dreamed years ago of an initiative for people with cognitive disabilities in Romania. They envisioned a family-like home with professional, individualized care and support. That dream has been gradually becoming reality. To support the project financially and ideologically, the association Noah was founded in Tyrol in 2013. Two years later, the association Noe Partium was established in Romania as the legal sponsor. Thanks to generous donations and support from the municipal administration of Micula, a small village in northwestern Romania in Satu Mare County, the day center “House of Smiles” was opened there in autumn 2017. The “House of Smiles” offers up to 15 people with cognitive disabilities professional support, meaningful activities, and compassionate care.
Thanks to a one-time major donation, the big dream of building a residential home could also be set in motion. Many people with disabilities in this region live at home, often in very precarious family conditions. The municipality of Micula provided a beautiful plot in the village center free of charge for 50 years. Construction of a residential home for ten people with cognitive disabilities began in summer 2021. However, Ms. Löchli passed away in November 2021, and COVID-19, high inflation, and difficulties with the construction company led to an almost three-year interruption of the building work. In May 2025, after overcoming many challenges, construction resumed with a new company. The building is now almost complete. We hope the home can open later this year, giving ten people a permanent and family-like place to live. The total construction cost amounted to around €510,000. About €20,000 is still needed to complete the financing. Additional support is required for furnishing (beds, furniture, etc.) and, in the coming years, especially to fund ongoing operations.

The Noe Partium project in Micula is supported by a professional full-time team and many volunteers. Noe Partium is officially recognized by the Romanian state as a facility for people with disabilities and receives support from both the state and the local municipality. However, this support is not comparable to the funding that similar institutions in Austria receive. Therefore, donations are essential to provide high-quality care and to finance investments. The Noah association collects donations for this project, supports the ongoing operation of the “House of Smiles,” and, thanks to many contributions, has been able to provide nearly €200,000 toward the construction of the residential home.
